Drivers under 25 are not automatically surcharged here — the young driver fee stops at 23, so a 23- or 24-year-old pays exactly what everyone else pays. Every rental includes insurance. Drivers under 27 have basic cover as standard, and can upgrade to full cover with no excess for €10 per day. It is a choice, not a requirement, and you make it yourself in the form.
